This mural marks the 20th anniversary of the California Desert Protection Act of 1994. The 2021 brochure records that Congress passed the act on October 8, 1994, and President Bill Clinton signed it on October 31, 1994. The law enlarged and redesignated Joshua Tree and Death Valley national monuments as national parks, established Mojave National Preserve, and designated 69 new BLM Wilderness Areas in the California desert.
